When a new constituent is created, they have no constituent codes.

Then you add constituent codes in another step.

The problem comes if you want to restrict the constituents returned by an API. Users that are restricted to only certain codes cannot see users that don't have that code.

New users definitely do not have that code.

So you can't access that user to add that code.

So you have to open up the application to see the entire database.

Which is bad.

Please add the ability to add a single constituent code on user creation.
