While this is similar to API-I-310 , we use the active/inactive relationship to track the movement of constituents to different locales. This is easy to see in the Database view but can only be queried in the SkyAPI by getting the relationship from the Constituent end point (which has an include_inactive flag). It is not practical to query for all constituents as we would rapidly run out of our query quota.
