Add endpoints for Official Notes in Education

I would love to be able to utilize Official Note endpoints! Currently there aren't any available, and Academics Official Notes lack the template functionality of the Official Notes in Enrollment Management. My goal is to be able to create some kind of wrapper for our teachers to use to send templated official notes via academics.

    Being able to POST and GET Official Notes and Conduct from BBk12 would provide a huge advantage for schools looking to see important student data in 1 single place. Extremely helpful.

    Surprised this doesn't exist... I would REALLY love this endpoint to post automated Parent Notices based on custom reports.
