Need an ability to approve a gift batch through API.

This is esp important for JustGiving integration batch. web gift batch has a problem where the gift date added is not truly when gift batch is committed/approved (unlike db view). This makes "daily gift report" impossible unless the batch is approved the same day (since JustGiving is UK timezoned, after 7PM EST is a new day's batch already). Need ability to programmatically approve batch after 7PM EST.
