It is not currently possible to make a call and retrieve solicit codes and consent records for all constituents. This is possible for all records. For example it is possible to retrieve a list of actions, address, constituent codes, etc for all constituents.

Currently it is only possible to retrieve solicit codes for one specific constituent code. This is a very inefficient way of retrieving the data.
