'state' parameter on GET Constituent list

For GET Constituent list endpoint, add a filter parameter for the state property.

Use Case

On an online form, want to generate a dropdown list of constituents based on the user selecting a particular state (e.g., South Carolina).

Need this. Shocked it's not there now. Also need more than state - need to filter on fields in RE record. Otherwise selecting state alone will retrieve organization and individual records (bad).
