Another user suggested adding the ability to create/modify/delete lists via the API, which would be great.  In the meantime, adding the ability to add to the filter of an existing list might be easier to implement and very handy.  You could build general purpose lists and narrow the range of records returned at the time of the call.  A parameter might be Userid=123456 or Lastname='Smith'.
