Often times it is easier/faster to build a public form for something than an adaptive card, especially if there is conditional branching. However, that introduces the need to identify a record for which changes should be made and while you can rearrange the tiles, only having a modal that overlays the page and does not allow for scrolling is hard. It would be much easier if the form could be displayed in a flyout so you can still scroll through the record to find the id and also make sure the particular information/pieces of information you are looking to add is/are not already there.
