Add ability to Post and Patch Fund records in RENXT Merged

This is from a recent request from a client wanting a customization that adds and updated funds along with other constituent information for funding projects.

    We have this planned on the roadmap, but the ability to manage CFA records will likely not surface in the web view nor API until 2019 at the earliest.
